"This site is missing “Keyword” and “Description” Meta Tags, which can increase visibility in search engines.”

Your programming expert (who i assume is not an SEO expert) is somewhat wrong, google the #1 most popular search engine does NOT look at the keyword meta tags <a href="http://googlewebmastercentral.blogspot.com/2009/09/google-does-not-use-keywords-meta-tag.html" target="_blank">http://googlewebmastercentral.blogspot.com/2009/0...</a>

Yahoo and Microsoft on the other hand do use both of the META tags.
